International Documentary Talent Development Program
International Documentary Talent Development Program
Enabling Japanese documentary makers to succeed in the global market
■ Introduction
Building a bridge between Japanese documentary makers and the global industry.
J-Docs Hub is an international documentary talent development program run by Tokyo Docs and supported by the Japan Creator Support Fund established within the Japan Arts Council. The goal is to create a structured pathway for Japanese documentary makers to engage with the global market, develop internationally competitive projects, and build long-term partnerships with overseas producers, broadcasters, and distributors.
The program supports documentary makers through an integrated combination of training, networking, and project development. Rather than focusing only on education, it is designed as a practical system that connects participants directly to international opportunities, including co-production, funding, and distribution.
■ Background
A structural gap between strong content and weak international access.
Japanese documentaries are widely recognized for their strong storytelling, unique perspectives, and high production quality. However, despite this strength, their presence in the international market has remained limited. One of the main reasons is the lack of a systematic framework to support international development.
Key skills required for global engagement—such as pitching, international financing, negotiation, and distribution strategy—have traditionally been acquired on an individual basis and have not been widely shared or institutionalized. As a result, knowledge has remained fragmented, and access to international networks has depended heavily on personal connections.
J-Docs Hub was established to address these structural challenges by creating a platform where knowledge, experience, and networks can be shared and transferred.
■ Structure
An integrated system combining learning, networking, and creation.
J-Docs Hub is designed around three interconnected pillars: Learning, Networking, and Creating.
Learning focuses on practical skills such as pitching, financing, and international strategy.
Networking connects participants to global markets, festivals, and decision-makers.
Creating supports project development through mentorship and continuous feedback.
These elements function as a continuous cycle: learning leads to networking, networking leads to development, and development leads to international opportunities.
■ Timeline
A five-year pathway from training to international release.
The program is structured over five years to ensure both immediate impact and long-term sustainability.
Year 1 focuses on research and program design.
Year 2 introduces full-scale training and project development.
Year 3 supports participation in international festivals and pitching markets.
Years 4 and 5 focus on co-production, completion, and distribution.
This phased approach enables participants to move step by step from learning to real-world international engagement.
